I doesn't matter why she had an accident, a teacher should never humiliate a child in front of the entire class. That woman is not fit to be a teacher. You and your husband should go directly to the school board and demand that she be reprimanded and required to publicly apologize to your daughter. You might also ask that your daughter be transferred to another teacher if possible. If you don't get satisfaction from the school board, get a lawyer and sue for damages. What that teacher did to your daughter could require years of therapy to overcome.
