As far as privacy is concerned, most highway rest areas offer no privacy at all, the stalls don't even have doors. Fast food outlets aren't much better. The best bet is shopping malls, they usually have restrooms with handicapped stalls large enough to accommodate changing. Hopefully he can change a pull-up by himself, but if you need to help him you do have a problem if you can't both use the same restroom. You may have to find a secluded spot and do it in the car. One thing you might try is to have him wear two pull-ups. When the inner one is wet enough to need changing, just tear the side panels and pull it out, leaving the outer one in place. That can give you twice as much time between complete changes.
